ODH releases survey reports

On January 14, the Ohio Department of Health (ODH) released three survey reports covering data from 2020: the 2020 Nursing Home Annual Report, Quality of Care Quarterly Report 2020 Q3, and Quality of Care Quarterly Report 2020 Q4

The annual report reflects the impact of the pandemic in 2020 such as the pause on annual surveys and the new focused infection control surveys. Substandard quality of care citations increased from 114 in 2019 to 140 in 2020. Immediate jeopardy citations remained relatively the same from 106 in 2019 and 105 in 2020. There were 38.6% informal dispute resolutions successfully deleted, revised, or withdrawn. There were 27% successful results for the level 2 informal dispute resolutions. Although these data show successful results, there were significantly less deficiencies being disputed. In 2019, there were 653 deficiencies with informally disputed resolutions and only 233 in 2020. The annual report shows the top ten health and life safety code citations in 2020 with F880 Infection Control continuing to be the top cited F-tag.

Infection control F-tag 880 was the top immediate jeopardy citation in both 2020 and 2021. F-678 Cardio-Pulmonary Resuscitation (CPR) increased to the second highest immediate jeopardy citation in 2021 which increased from the fifth highest in 2020. Below are the top ten immediate jeopardy citations in 2021. The STAT call for February will cover current survey trends, member survey experiences, and abuse will be the category covered on the call.

012022 ODH Release 2

The quarterly reports show the regulatory category of Admission, Transfer & Discharge Rights with the greatest increase in complaint allegations compared to 2019 for nursing homes. There were 303 complaints in this category in 2019 and 471 in 2020. Dietary Services also saw an increase from 692 complaints in 2019 and 859 in 2020. Facility staffing continues to be the top complaint allegation. Data for residential care facilities show the pause in surveys in 2020, which also played out in the home health and hospice data. Quality of care and treatment was the top allegation category in both the third and fourth quarter reports.
